EER Energy Efficiency Certification
Introduction
With the continuous reduction of the world's total energy supply, the energy crisis awareness of various countries is increasing day by day. In response to the energy crisis, reducing greenhouse gas emissions, raising people's awareness of energy conservation, and promoting the use of more efficient and energy-saving products, countries have introduced energy-saving policies and plans. Energy efficiency labels and minimum energy efficiency standards (MEPS) have emerged as a result and quickly become popular worldwide. Most Middle Eastern countries, such as Saudi Arabia, the United Arab Emirates, Qatar, Jordan, and others, have joined the ranks of energy conservation and emission reduction, implementing mandatory energy efficiency labeling programs and minimum energy efficiency requirements for high energy consuming products such as refrigerators, washing machines, and air conditioners.

Saudi Energy Efficiency Regulatory Requirements
Saudi Energy Efficiency Certification is a mandatory certification managed by the Saudi Arabian Standards Office (SASO). As the only national standards body in Saudi Arabia, SASO is fully responsible for the development and implementation of all standards and measures.
SASO announced the implementation of Energy Efficiency Labeling (EER) and Minimum Energy Performance Requirements (MEPS) for three types of products: air conditioners, washing machines, refrigerators, and freezers. Starting from April 27, 2010, all products under control must pass energy efficiency testing, meet MEPS requirements, complete Saudi energy efficiency registration, and affix energy efficiency labels (as shown in the left figure) before they can be cleared and sold in the Saudi market

Latest requirements
On June 1, 2013, SASO announced the use of an online system for EER registration.
SASO announced the implementation of a new standard SASO 2663/2012 for air conditioning starting from August 4, 2013. Starting from September 7th, 2013, Saudi customs will no longer recognize energy efficiency certificates based on the old standard SASO 2663/2007, and air conditioners holding old standard certificates will not be able to clear customs.
The latest energy efficiency certificate and label will be accompanied by a barcode anti-counterfeiting mark (see the upper left corner of the label) to prevent products that have not obtained the certificate from continuing to enter customs.

The United Arab Emirates

UAE Energy Efficiency Regulatory Requirements
The UAE Energy Efficiency Certification is a mandatory certification issued and implemented by the UAE Standards Agency (ESMA). ESMA was established in accordance with Law No. 28/2001 and is the only national standards and certification body in the United Arab Emirates.
ESMA issued and implemented the National Energy Efficiency and Conservation Plan (EESL) on April 13, 2011. According to this plan, ESMA has included air conditioning, washing machines, and refrigerators in the control scope of EESL since 2011. All products within the control range must pass product testing to obtain energy efficiency certificates and be labeled with energy efficiency labels (as shown in the left picture) before entering the UAE market.

Jordan

Jordan Energy Efficiency Regulatory Requirements
Jordan Energy Efficiency Certification is a mandatory certification issued and implemented by the Jordanian Standards Organization (JSMO). JSMO is the national standard organization in Jordan that develops energy efficiency related standards.
JSMO promulgated the National Standards and Metrology Law No. 22 in 2000, and subsequently issued a series of regulations to enforce energy efficiency labeling programs for controlled products based on this regulation. Starting from January 1, 2014, all products within the control scope must pass product testing to obtain energy efficiency certificates and be labeled with energy efficiency labels (as shown in the left picture) before they can be sold in the Jordanian market.
According to the agreement between Jordan and the European Union, Jordan can accept energy consumption labels that comply with EU regulations. If a product is labeled with an EU energy efficiency label, there will be no need to attach a Jordanian energy efficiency label separately.
